History: Ushara was born to a minor noble family in Uru'baen. They were hardly notable until her father one day spoke out against the decisions Galbatorix had made. While the words had been said in confidence with a friend he thought was sympathetic, days later he and his wife were found murdered. Ushara, ten years old at the time, was determined to discover who killed her parents and why. She questioned people and searched through documents. Although no one took the child seriously at first, she persisted for years until she finally uncovered the truth, long after Galbatorix had been defeated and Nasuada established as queen. She was nearly twenty when she finally found the assassin, and the man who hired him--the very friend her father had confided in and one who was still a high noble in the queen's court. Further investigating, Ushara uncovered a plot to overthrow the queen and bring Galbatorix's sympathizers back into power.
With the plot uncovered and her efforts obvious, Nasuada made Ushara the lead of her special investigations team, devoted to discovering treachery and crime in the Empire. All who know of her skill and determination treat her with great respect, and anyone who plots against the Empire and the queen are nervous at the sight of her.

"Madam Inquisitor," the palace guard saluted her as she passed by. She paused a moment to give him her ear. "I am...I don't know if it is important, but I heard a rumor."
"Rumors are at the core of what I do," she replied, giving him her full attention. "Please, tell me what you have heard."
"A few of the noble lords are suspected of supporting the Shade Uprising," he said. Ushara arched a brow at that, but said nothing. "Sending supplies and money...I just thought you should know."
"Thank you for bringing this to my attention," she said, placing a hand on his shoulder. "I will give this my full attention; I pray that nothing will come of it, but any chance of such treason must be dealt with swiftly." With that, Ushara turned and continued to the throne room to make her report to the queen.
Ushara reflected for a moment on the circumstances of her life that brought her to this place. Had the Varden not defeated Galbatorix within a year or her father's murder, she suspected she would never have lived long enough to discover the truth. When Nasuada had first been declared queen, Ushara had had her doubts; the woman was not even ten years older than herself. Surely much to young to lead their whole empire. But over the years since, she long ago found herself loyal to her majesty. Her devition was why she accepted the position of Special Inquisitor. She would do everything in her power to ensure the queen would have a long and prosperous reign.
